Cet ouvrage s’adresse \u00e0 tous ceux qui s’int\u00e9ressent \u00e0 la situation financi\u00e8re publique de la France et notamment \u00e0 la mont\u00e9e de la dette publique. Les crises que nous traversons depuis plusieurs ann\u00e9es ont en effet soulign\u00e9 l’importance du recours \u00e0 l’endettement pour l’action publique, tout comme elles ont mis l’enjeu de la dette au coeur du d\u00e9bat public.
Dans ce contexte, la connaissance de la dette para\u00eet \u00eatre a priori chose acquise. Il est vrai que dette publique et connaissance de la dette sont historiquement indissociables, la connaissance r\u00e9elle de la dette publique permettant de distinguer la dette publique d’autres pratiques de financement. Il existe, au demeurant, une information fiable concernant les volumes et la structure d’ensemble de la dette en France. La dette publique serait ainsi bien connue et seuls m\u00e9riteraient d’\u00eatre questionn\u00e9s ses usages et multiples effets.
Plusieurs facteurs viennent toutefois limiter fortement l’acc\u00e8s \u00e0 une v\u00e9ritable connaissance de la dette. Le Parlement, bien inform\u00e9 des chiffres des finances, est ainsi rarement amen\u00e9 \u00e0 d\u00e9battre de la dette publique. Plus g\u00e9n\u00e9ralement, la dette publique m\u00eame n’est pas un fait directement observable et peut donner lieu \u00e0 diverses d\u00e9finitions juridiques et comptables donnant \u00e0 voir des r\u00e9alit\u00e9s multiples.
Conna\u00eetre la dette publique est pourtant un enjeu politique et social crucial. La connaissance de la dette conditionne l’existence m\u00eame du \u00ab cr\u00e9dit public \u00bb et l’initiative publique. Elle participe de la transparence de l’action publique et constitue une n\u00e9cessit\u00e9, constamment renouvel\u00e9e par les \u00e9volutions de la dette elle-m\u00eame, mais aussi par les changements du contexte institutionnel, \u00e9conomique et politique. En mobilisant les r\u00e9flexions d’historiens et de juristes universitaires et praticiens, cet ouvrage entend mieux identifier les fondements et les voies d’une connaissance aboutie de la dette publique.<\/p>\n<\/div>\n<\/div>\n<\/div>\n
