La nouvelle UFR de M\u00e9decine unique d\u2019Universit\u00e9 Paris Cit\u00e9 comprend plus de 25 000 \u00e9tudiantes et \u00e9tudiants, 1 400 hospitalo-universitaires enseignantes-chercheuses et enseignants-chercheurs et 450 personnels administratifs. Elle est la plus grande composante de m\u00e9decine de France et d\u2019Europe. Le 1er<\/sup>mars 2022, elle a accueilli son nouveau Responsable administratif \/ Chef des services administratifs, Vincent Loiseau. Il a accept\u00e9 de nous partager l\u2019orientation administrative propos\u00e9e, ainsi que les projets en cours et \u00e0 venir de l\u2019UFR.<\/p>\n<\/div>\n<\/div>\n<\/div>\n z_index_tablet=\u00a0\u00bb500″]<\/p>\n J\u2019ai \u00e9t\u00e9 \u00e9tudiant en licence de droit puis \u00e0 Science Po Rennes, en analyse des politiques publiques. \u00c9tant tr\u00e8s attach\u00e9 \u00e0 la Fonction Publique d\u2019Etat, ce choix a \u00e9t\u00e9 vite \u00e9vident pour moi. Apr\u00e8s mes \u00e9tudes, je suis entr\u00e9 dans la vie active en tant que D\u00e9l\u00e9gu\u00e9 G\u00e9n\u00e9ral d\u2019une association de la Presse d\u2019Initiative jeune. Trois ans plus tard, j\u2019ai int\u00e9gr\u00e9 la Direction Partenariat entreprise – insertion professionnelle de l\u2019Universit\u00e9 Paris 1 Panth\u00e9on Sorbonne en tant que charg\u00e9 d\u2019\u00e9tude, puis chef de projet de l\u2019ancien r\u00e9seau professionnel rassemblant Paris 1, Paris 5 et Paris 7, via lequel j\u2019ai travaill\u00e9 sur les pr\u00e9mices du rassemblement des universit\u00e9s (PRES). Apr\u00e8s 5 ans d\u2019objectifs atteints, d\u2019enthousiasme et de cadrages juridiques, on a fait appel \u00e0 moi pour prendre la direction de la Vie \u00e9tudiante de l\u2019Universit\u00e9 Paris 1 Panth\u00e9on Sorbonne, afin de d\u00e9velopper ce secteur. S\u2019il s\u2019agissait de mettre en place le sch\u00e9ma directeur pluriannuel du handicap ou de la vie \u00e9tudiante, comme de d\u00e9velopper les initiatives \u00e9tudiantes sur tous les campus, la direction attendait beaucoup sur la structuration du service avec la loi Fioraso de 2013. A la suite de cette exp\u00e9rience, j\u2019ai eu l\u2019opportunit\u00e9 de prendre la direction administrative de l\u2019IUT de Bobigny. Durant 6 ans, j\u2019ai donc accompagn\u00e9 la transformation des enjeux p\u00e9dagogiques, institutionnels et juridiques, ce qui a \u00e9t\u00e9 riche d\u2019enseignement.<\/p>\n Aimant le management et le travail collaboratif, j\u2019ai eu la chance durant mon parcours de rencontrer des femmes et des hommes d\u2019un grand professionnalisme attach\u00e9s au service public, et qui, comme moi, pensent que le travail en mode projet, avec tous, est important et qu\u2019il tire un collectif vers le haut.<\/p>\n La cr\u00e9ation de l\u2019UFR unique n\u2019est pas simple. Il faut refondre les process et finaliser le projet de structuration administrative. Avant toute chose, ce qui est important pour moi, c\u2019est la r\u00e9organisation par le management, la diffusion des informations et l\u2019\u00e9tablissement d\u2019un travail collectif intelligible et sens\u00e9. Dans un premier temps, j\u2019ai souhait\u00e9 construire l\u2019organigramme de l\u2019UFR, avoir une meilleure lisibilit\u00e9 sur les fiches de postes pour que les 450 personnels qui la composent connaissent leurs p\u00e9rim\u00e8tres, leurs missions et leur situation dans l\u2019organisation. Si j\u2019ai r\u00e9-initi\u00e9 des r\u00e9unions de chefs de service tous les mois pour permettre la transparence, donner des objectifs et rappeler les r\u00e8gles qui nous incombent, elles sont compl\u00e9t\u00e9es par une r\u00e9union hebdomadaire de direction. De mani\u00e8re innovante sur un mode collaboratif , des ateliers \u00ab\u00a0cuisine\u00a0\u00bb, permettront de travailler sur les marges de progression des process impliquant l\u2019ensemble des personnes concern\u00e9es.\u00a0Chacune et chacun sera associ\u00e9 \u00e0 la prise de d\u00e9cision. Pour moi, un personnel est par nature autonome donc si on transforme sa mission, sa fonction, il est naturellement associ\u00e9. Cela ne signifie pas que je renonce au devoir qui est le mien de trancher, de prendre une d\u00e9cision. C\u2019est pourquoi je transmets r\u00e9guli\u00e8rement des notes de cadrage concernant le financier, les ressources humaines… Viendront aussi la formation et la recherche afin que l\u2019ensemble des personnels ait le m\u00eame niveau d\u2019information et puisse comprendre la m\u00e9thodologie \u00a0de travail de transformation de l\u2019UFR.<\/p>\n La premi\u00e8re \u00e9tape sera la r\u00e9organisation du d\u00e9partement de simulation. L\u2019\u00e9quipe administrative de direction traitera \u00e9galement les questions urgentes concernant la formation continue ainsi que la formation initiale, les chantiers sont nombreux.La premi\u00e8re phase de la construction de l\u2019UFR de m\u00e9decine va s\u2019\u00e9tendre jusqu\u2019en 2025 et se fera en concertation avec l\u2019ensemble des parties prenantes, au niveau de l\u2019\u00e9tablissement, de la Facult\u00e9 de Sant\u00e9 et de l\u2019UFR. Toutes les proc\u00e9dures seront respect\u00e9es. Une pr\u00e9sentation du projet de l\u2019UFR de M\u00e9decine a \u00e9t\u00e9 faite aux principaux chefs de service, tous les personnels doivent l\u2019avoir re\u00e7u. Cette m\u00eame pr\u00e9sentation a \u00e9t\u00e9 faite aupr\u00e8s des personnels du CHSCT Sant\u00e9 de la Facult\u00e9.<\/p>\n Je suis rattach\u00e9 \u00e0 Christelle Coln\u00e9e, Directrice G\u00e9n\u00e9rale D\u00e9l\u00e9gu\u00e9e de la Facult\u00e9 de Sant\u00e9. Elle a initi\u00e9 un groupe de travail \u00ab\u00a0G6\u00a0\u00bb rassemblant les directions de la Facult\u00e9 de Sant\u00e9 et des trois UFR et se tenant une fois par mois. Ce dispositif permet de mettre en place le volet facultaire et de faire des points r\u00e9guliers entre composantes de la Facult\u00e9 de Sant\u00e9.\u00a0 Je coordonne, pour l\u2019UFR, le comit\u00e9 de projet sur la transformation accompagn\u00e9e de Christophe Dagues, Directeur du P\u00f4le Organisation et Qualit\u00e9 de la Facult\u00e9. Dans ce cadre, nous traitons tous les sujets li\u00e9s \u00e0 la transformation\u00a0: la phase 3, les services Ressources Humaines, la construction du d\u00e9partement de simulation\u2026<\/p>\n J\u2019ai aussi beaucoup de choses \u00e0 d\u00e9couvrir, les coll\u00e8gues dans les services centraux, comprendre qui fait quoi et comment, dans un grand ensemble de 63 000 personnes.<\/p>\n Pour occuper ce type de poste, il faut savoir comprendre les diff\u00e9rents niveaux d\u2019enjeux, respecter un cadre institutionnel, mais surtout accompagner les choix politiques ici ceux du Pr. Ruszniewski, Doyen de l\u2019UFR de M\u00e9decine. Sujet apr\u00e8s sujet, nous \u00e9changeons pour savoir quelle est sa vision, ce qui peut \u00eatre fait et comment il souhaite l\u2019aborder. Les d\u00e9cisions politiques ont des r\u00e9percussions sur le volet administratif, c\u2019est pourquoi un dialogue r\u00e9gulier est important. Une \u00e0 deux fois par semaine, nous installons des rendez-vous r\u00e9guliers.<\/p>\n Je suis attach\u00e9 \u00e0 la transmission. Pour moi, la connaissance et le savoir se partagent, chacun apporte son petit ingr\u00e9dient, sa petite \u00e9pice et nous pouvons arriver \u00e0 un collectif qui appr\u00e9cie le sens des \u00e9volutions. J\u2019ai choisi le titre d\u2019atelier \u00ab\u00a0cuisine\u00a0\u00bb pour cette raison. C\u2019est pourquoi je souhaite que tout le monde ait les informations importantes pour travailler tout en respectant les r\u00e8gles de la fonction publique, celles-ci \u00e9voluant r\u00e9guli\u00e8rement. Ce qui permet \u00e0 chacun d\u2019avoir une vision d\u2019ensemble, de respecter les cadres et d\u2019aller vers des process communs. \u00a0Je consid\u00e8re que tout changement r\u00e9glementaire impacte l\u2019ensemble des personnels et mon r\u00f4le est de continuer le chemin qui a \u00e9t\u00e9 engag\u00e9 et je l\u2019envisage avec beaucoup d\u2019\u00e9coute et de bienveillance.
