Le GRIP a le plaisir d’organiser un s\u00e9minaire international entre le 27 et le 28 mars 2024. Ce s\u00e9minaire a pour but de discuter des r\u00e9sultats du projet \u00ab\u00a0A comparative analysis of open science, access and circulation of knowledge in Latin America and Africa\u00a0\u00bb soutenu par le GRIP entre ao\u00fbt et d\u00e9cembre 2023. Le projet a consist\u00e9 en une enqu\u00eate internationale destin\u00e9e aux chercheurs \u00e9valu\u00e9s au niveau national et bas\u00e9s dans cinq pays : Br\u00e9sil, Mexique, Argentine, Afrique du Sud et S\u00e9n\u00e9gal. Les populations cibles de ces pays partagent des contraintes structurelles similaires, bien qu’elles pr\u00e9sentent des diff\u00e9rences essentielles en mati\u00e8re d’internationalisation et d’incidence des incitations \u00e0 l’\u00e9valuation de la recherche dans les pratiques de publication. L’enqu\u00eate visait \u00e0 explorer les perceptions, les exp\u00e9riences de publication en libre acc\u00e8s, les prises de position vis-\u00e0-vis des co\u00fbts de l’APC et les d\u00e9fis qu’ils impliquent.<\/p>\n

Les chercheurs accordent une grande importance au libre acc\u00e8s. L’une des raisons est que les taux de citation sont plus \u00e9lev\u00e9s dans les publications en libre acc\u00e8s, ce qui signifie une plus grande reconnaissance des r\u00e9sultats de la recherche. Cependant, lorsque les chercheurs d\u00e9cident de publier leurs r\u00e9sultats dans une revue \u00e0 libre acc\u00e8s, ils doivent \u00e9valuer plusieurs facteurs qui ne sont pas toujours compatibles : son prestige dans le domaine d’\u00e9tude, l’impact de la revue et son classement international, le temps n\u00e9cessaire pour \u00e9valuer et publier l’article, et la disponibilit\u00e9 de ressources suffisantes pour payer les APC impos\u00e9s par la revue. Les articles deviennent gratuits pour les lecteurs et le co\u00fbt de la publication est transf\u00e9r\u00e9 aux auteurs ou \u00e0 leurs institutions. Ce nouveau mod\u00e8le de commercialisation est fortement promu par les revues appartenant aux oligopoles dominants, index\u00e9es par les bases de donn\u00e9es dominantes telles que Clarivate Web of Science et Scopus qui produisent les indicateurs de prestige.
De leur c\u00f4t\u00e9, les agences de financement de la science subissent une pression croissante pour r\u00e9pondre aux demandes de paiement des APC avec des ressources publiques toujours limit\u00e9es. Dans le m\u00eame temps, les agences, les universit\u00e9s et les chercheurs discutent de la relation entre les pratiques de publication et les crit\u00e8res d’embauche et de promotion dans la carri\u00e8re scientifique, de l’\u00e9valuation responsable de la reconnaissance requise pour recevoir des subventions de recherche et du nouveau type de communication n\u00e9cessaire pour stimuler la recherche socialement pertinente.<\/p>\n

Cette nouvelle situation place les chercheurs devant un dilemme : soit payer pour devenir un chercheur mondialement reconnu, soit rester un chercheur local moins prestigieux et mal financ\u00e9. Ce dilemme est particuli\u00e8rement aigu pour les chercheurs des pays semi-p\u00e9riph\u00e9riques (ou du Sud), car ce mod\u00e8le augmente les co\u00fbts de publication en libre acc\u00e8s, connus sous le nom de frais de traitement des articles (APC). Les auteurs dont les universit\u00e9s ne disposent pas des ressources mat\u00e9rielles n\u00e9cessaires pour signer des accords de transformation sont donc soumis \u00e0 une forte pression financi\u00e8re. <\/p>\n
