L\u2019\u00e9pid\u00e9mie de COVID-19 a \u00e9t\u00e9 l\u2019occasion de mettre sur le devant des sc\u00e8nes m\u00e9diatique et politique les cabinets de conseil priv\u00e9s et leur participation \u00e0 la gestion publique de la crise sanitaire de nombreux pays. N\u00e9anmoins ce ph\u00e9nom\u00e8ne n\u2019est pas nouveau et de nombreux travaux de sciences sociales font \u00e9tat de l\u2019accroissement, voire de la normalisation des interventions de ces cabinets aupr\u00e8s d\u2019administrations depuis plus de 30 ans (Saint-Martin 1999; Henry 2012; Bezes 2012; Belorgey et Pierru 2017; Kipping 2021).<\/p>\n
Pour autant, les \u00e9tudes qui se sont int\u00e9ress\u00e9es au r\u00f4le de ces firmes dans le contexte de la gestion publique des \u00e9pid\u00e9mies restent rares. Ce projet de recherche a pour objectif de comprendre la nature de cette intervention selon une perspective socio-historique. Il s\u2019agit d\u2019\u00e9tudier la place occup\u00e9e par ces cabinets dans les dispositifs publics de lutte contre les \u00e9pid\u00e9mies depuis les ann\u00e9es 2000, les expertises mobilis\u00e9es et leurs effets sur l\u2019action publique et sur le fonctionnement des administrations en contexte d\u2019\u00e9pid\u00e9mies. Pour cela, la recherche repose sur deux m\u00e9thodes compl\u00e9mentaires : une revue de la litt\u00e9rature scientifique sur le sujet et une \u00e9tude de cas fran\u00e7aise.<\/p>\n
La premi\u00e8re, de type scoping review permet de faire un \u00e9tat des connaissances et des approches th\u00e9oriques et m\u00e9thodologiques sur cet objet. Elle permet \u00e9galement de pr\u00e9parer et de probl\u00e9matiser le second volet de la recherche : une enqu\u00eate qualitative par entretiens semi-directifs avec des agent\u00b7e\u00b7s des administrations centrales ou d\u00e9concentr\u00e9es fran\u00e7aises en charge de ces questions et des consultant\u00b7e\u00b7s de cabinets de conseil.<\/p>\n
