Le d\u00e9cret de la Premi\u00e8re ministre du 30 d\u00e9cembre 2022, qui fixe les modalit\u00e9s de calcul de la compensation financi\u00e8re de certains transferts de comp\u00e9tences, a relanc\u00e9 le d\u00e9bat sur le financement des transferts de l\u2019\u00c9tat aux collectivit\u00e9s territoriales.<\/p>\n

Est-il souhaitable et possible de garantir une juste compensation financi\u00e8re des nouvelles comp\u00e9tences confi\u00e9es aux collectivit\u00e9s locales ?
Comment donner toute sa port\u00e9e au principe \u00ab qui d\u00e9cide paie \u00bb ? Comment cette question cruciale est-elle trait\u00e9e \u00e0 l’\u00e9tranger ? Ce colloque vise \u00e0 apporter des \u00e9l\u00e9ments de r\u00e9ponses \u00e0 ces questions.<\/p>\n
