Agr\u00e9g\u00e9 de droit public, sp\u00e9cialiste de droit constitutionnel et d’histoire constitutionnelle, de droit des libert\u00e9s fondamentales et d’histoire des id\u00e9es politiques, Jean-Pierre Machelon a \u00e9t\u00e9 professeur \u00e0 l’universit\u00e9 Paris V puis Paris Descartes de 1987 \u00e0 2014.\u00a0<\/span><\/p>\n

Profond\u00e9ment attach\u00e9 \u00e0 \u00ab\u00a0sa\u00a0\u00bb facult\u00e9, il en fut le doyen \u00e0 partir de 2005 pour deux mandats cons\u00e9cutifs jusqu’\u00e0 2014. Il l’a profond\u00e9ment marqu\u00e9 de son empreinte (organisation administrative et p\u00e9dagogique, chantier de la biblioth\u00e8que universitaire Jeanne Chauvin, r\u00e9novation des salles de cours et des locaux des centres de recherche, pr\u00e9sence de la facult\u00e9 de droit et d’\u00e9conomie \u00e0 Abu Dhabi aux Emirats Arabes Unis…).\u00a0<\/span><\/p>\n

Tous se souviennent de son autorit\u00e9 \u00e0 la fois r\u00e9elle et bienveillante, de sa culture, de ses qualit\u00e9s acad\u00e9miques et personnelles au service de la communaut\u00e9 universitaire, du rayonnement de la facult\u00e9 de droit, d’\u00e9conomie et de gestion de Paris Descartes comme, plus largement, de l’Universit\u00e9 fran\u00e7aise.\u00a0<\/span><\/p>\n

Homme \u00e0 la carri\u00e8re riche et diversifi\u00e9e, il valorisa le m\u00e9tier de professeur de droit en exer\u00e7ant de nombreuses fonctions administratives ou de recherche hors les murs de l’Universit\u00e9 : directeur d’\u00e9tudes cumulant en sciences historiques et philologiques \u00e0 l’Ecole pratique des hautes \u00e9tudes (EPHE), conseiller technique pour les affaires constitutionnelles et juridiques au sein du cabinet du Pr\u00e9sident du S\u00e9nat, Ren\u00e9 Monory ; directeur scientifique adjoint au d\u00e9partement des sciences de l’homme et de la soci\u00e9t\u00e9 du CNRS ; directeur scientifique pour les sciences de la soci\u00e9t\u00e9 au minist\u00e8re de l’enseignement sup\u00e9rieur et de la recherche.\u00a0<\/span><\/p>\n

Entre 2005 et 2006, il a \u00e9galement pr\u00e9sid\u00e9 la commission de r\u00e9flexion juridique sur les relations des cultes avec les pouvoirs publics (dite \u00ab commission Machelon \u00bb), qui a remis son rapport au ministre de l’int\u00e9rieur septembre 2006. Ce rapport est bien connu de tous les juristes, fran\u00e7ais et \u00e9trangers, qui s’int\u00e9ressent au droit des cultes qui le consid\u00e8rent comme un document de travail de r\u00e9f\u00e9rence.\u00a0<\/span><\/p>\n

Le doyen Machelon si\u00e9gea \u00e9galement au sein du Conseil sup\u00e9rieur de la magistrature (CSM) entre 2011 et 201 5, en tant que personnalit\u00e9 ext\u00e9rieure, d\u00e9sign\u00e9e par le pr\u00e9sident de la R\u00e9publique, Nicolas Sarkozy.\u00a0<\/span><\/p>\n<\/div>\n
