Le cycle de conf\u00e9rences \u00ab\u00a0Fabrique du droit international public\u00a0\u00bb est consacr\u00e9 aux proc\u00e9dures\u00a0de formation des normes internationales, pr\u00e9sent\u00e9es par des experts et\/ ou des praticiens qui y\u00a0prennent part et ont accept\u00e9 de t\u00e9moigner de cette exp\u00e9rience. Il donnera lieu \u00e0 trois interventions :<\/p>\n

Conf\u00e9rence du mardi 7 novembre \u00e0 midi<\/strong>, amphith\u00e9\u00e2tre Schaeffer. Aude G\u00e9ry<\/strong>, Docteur en droit. Chercheuse du Centre GEODE (G\u00e9opolitique de la datasph\u00e8re). Apr\u00e8s une pr\u00e9sentation de son parcours des bancs de l\u2019universit\u00e9 jusqu\u2019aux forums internationaux notamment l\u2019ONU, elle abordera les probl\u00e9matiques rencontr\u00e9es \u00e0 travers sa propre exp\u00e9rience, sur le r\u00f4le des acteurs universitaires dans le d\u00e9veloppement et la structuration d’un champ diplomatique et d’une politique juridique associ\u00e9e, la place des experts et universitaires dans les discussions internationales sur le cyber (notamment les dialogues diplomatiques track 1.5), le r\u00f4le de l’universitaire\/conseiller juridique dans le cadre de n\u00e9gociations internationales. Pour se renseigner sur la contribution de la doctrine au domaine de la r\u00e9gulation du cyberespace avant la conf\u00e9rence, les \u00e9tudiants peuvent utilement lire l\u2019article de Karine Bannelier sur le Manuel de Tallinn 2.0 (lien ici<\/a>).<\/p>\n

–Conf\u00e9rence du mardi 21 novembre \u00e0 midi<\/strong>, amphith\u00e9\u00e2tre Schaeffer.\u00a0Nicola Bonucci<\/strong>, avocat, ancien Directeur des affaires juridiques de l\u2019OCDE. Apr\u00e8s une pr\u00e9sentation de son parcours dans l\u2019administration publique internationale \u00e0 l\u2019OCDE en passant par la FAO, il fournira des \u00e9claircissements sur les techniques d\u2019int\u00e9gration de normes nouvelles dans un dispositif normatif existant dans les mod\u00e8les de r\u00e9gulation de cette organisation. Pour tirer le meilleur b\u00e9n\u00e9fice de la conf\u00e9rence, les \u00e9tudiants sont invit\u00e9s \u00e0 lire les actes de la journ\u00e9e d\u2019\u00e9tude de la Soci\u00e9t\u00e9 fran\u00e7aise pour le droit international (SFDI) sur le pouvoir normatif de l\u2019OCDE, paru en octobre 2023 (lien ici<\/a>).<\/p>\n

Conf\u00e9rence du mardi 5 d\u00e9cembre \u00e0 midi<\/strong>, amphith\u00e9\u00e2tre Schaeffer. Mathias Forteau<\/strong>, Professeur de droit public \u00e0 l’Universit\u00e9 Paris Ouest, Nanterre La D\u00e9fense. Membre de la Commission du droit international des Nations Unies. Apr\u00e8s une pr\u00e9sentation de son parcours de l\u2019Universit\u00e9 \u00e0 la CDI, en passant par la CIJ, il se confiera sur la fa\u00e7on dont, concr\u00e8tement, les experts internationaux de l\u2019ONU proc\u00e8dent pour codifier ou cristalliser les normes coutumi\u00e8res internationales. En attendant cet \u00e9v\u00e9nement, les \u00e9tudiants peuvent temp\u00e9rer leur impatience en visionnant une pr\u00e9c\u00e9dente intervention de Mathias Forteau sur les d\u00e9fis \u00e0 venir de la CDI, alors qu\u2019il faisait campagne pour \u00eatre \u00e9lu membre de cette institution (lien ici<\/a>).<\/p>\n
